Twelve Nations Including Tanzania Backs Global Blended Cement Push
A growing international alliance of governments is actively prioritizing blended cement to accelerate decarbonization within the building sector, which currently accounts for roughly 7–8% of worldwide greenhouse gas emissions. Announcing their commitment during Climate Week NYC alongside the launch of the global "Blend Better Cement" campaign, Cambodia, Ethiopia, Ghana, Tanzania, and Uganda have officially joined seven founding members—Brazil, France, Germany, Italy, Kenya, Luxembourg, and New Zealand—bringing the total coalition count to 12 nations under the Intergovernmental Council for Buildings and Climate (ICBC). Blended cements utilize supplementary cementitious materials (SCMs), such as calcined clay, limestone fines, and industrial by-products, to replace carbon-heavy clinker without compromising structural strength, durability, or cost efficiency. Because public sector projects make up a substantial share of global construction, member governments are leveraging public procurement policies, modernizing building codes, and updating national standards to establish strong market demand. Given that the United Nations estimates 75% of the infrastructure required by 2050 has yet to be constructed, adopting these readily available alternatives offers an immediate, scalable pathway to halve per-tonne cement emissions compared to conventional Portland cement ahead of major upcoming climate milestones like COP31 and COP32.
Tanzania’s integration into this global coalition marks a vital turning point for East Africa’s infrastructure landscape, directly addressing the rapid urban growth, housing demands, and large-scale civil engineering projects expanding across the country. As part of this commitment, Tanzania has pledged to reform its national procurement frameworks and update national construction standards to mandate or prioritize lower-carbon blended cements in public works. This policy shift allows Tanzania to systematically lower the embodied carbon of its ongoing industrialization while creating green local manufacturing jobs. Geologically and industrially, Tanzania is exceptionally well-positioned to scale blended cement because the country possesses rich deposits of suitable supplementary materials—such as naturally occurring pozzolans, clays, and limestone—which reduce dependence on traditional clinker production, the primary driver of cement emissions. By replacing high-emission clinker with locally sourced, low-carbon additives, Tanzania not only fulfills its pledge under its Nationally Determined Contributions (NDCs) to combat climate change, but also strengthens domestic economic resilience, ensures price competitiveness for local builders, and positions itself as a regional hub for sustainable construction in sub-Saharan Africa.
